69 bench seat car lap belt count?

The 69 B body is considered a 5 passenger car, no?
The rear bench has lap belts for 3 passengers, and the storage clips for 3 lap belt latches.
Is there supposed to be 3 lap belts on the front bench seat as well? If not, why are there storage clips for 3 lap belt latches on the front bench seat?

Bench seat cars are considered 6 passenger cars. Bucket seat cars are 5 passenger cars.

And yes, front bench seats had three belts.
