69 Charger Headlight Doors Won't Close

69 Charger with 440 - Hide-a-way headlights open fine but when I turn off the switch they stay open and are kind of hard to shut by hand. I know they work off a vacuum and to me it seems like the vacuum is not releasing but that could me just me projecting what I think it is. Not sure where to start trouble shooting this one.
