69 Charger reverse lights not working - stumped

First, I'm not well versed in wiring. I've had intermittent issues with the reverse lights not always working and now my inspection is overdue!
Last year I replaced the 3 pin NSS wire harness (and the reverse lights have worked since I replaced it until now)
From searching I've determined that I need continuity at the outside pins ONLY when the car is in reverse. Check.

I have continuity at the other end of the harness before it goes through the bulkhead when the car is in reverse. Check.

I have no power to the lights when in reverse and the ground is fine. Check.

I've powered the reverse lights through another power source and they both work. Check.

From those with more knowledge, what's my next step?
 
Find the break in the wire from the bulkhead to the tail lights. Not positive but the hot wire should go threw the bulkhead twice. Once to the transmission switch and again to attach to the body wiring to the tail lights. That group of wire feed threw the drivers side sill plate and into the trunk.
 
Thanks mopar 3 b! I didn't have to go very far, it was a loose connection at the bulkhead that went to the wipers which must be part of the circuit.
