69 horn button insulator?

I disassembled my 1969 RR horn mechanism and noticed that there is some sort of insulator stuff that crumbled when I took it apart. Does anyone know what is used to replace this when I put it back together? Thanks!

Was it yellow? the horn pad or button itself is insulated with a foam stuff that gets old and crumbles, same stuff in the seats.

I added a pic of the part that the stuff crumbled off of. You can still see a grey piece of it that didnt break off.
