69 Super Bee parking brake pedal

Is there a spring in the parking brake pedal assembly that returns the pedal to the full up position?? Or, is the full return of the pedal controlled by the cable tension under the car or a spring on the cable. The shop manual shown nothing. If someone would please point me in the correct direction.
