70 Bee bumper filler

does anyone know if the black bumper fillers have a texture.
The ones that I have are smooth where they hide under the bumpers, but have a sand paper texture where they are exposed.
Is this correct? Or should they be smooth everywhere?

both sets Ive had are smooth no texture.
