70 charger won't shut off

I have a 70 charger that starts and runs but when I turn the key to shut it off, it keeps running. The only way it will shut off is to turn the lights on. With the key off and lights on, at low rpm's it shuts right down. At higher rpm's, it will just run crappy and then shut off. I hooked up my other steering column and it acted the same. Thought it was a ground problem and added more grounds and didn't help. Any suggestions? Thanks
 
Disconnect the alternator and see if it still does it. It could be that it's being backfed by the charging system.
 
I found out that if I disconnect the 2 green wires on the headlight relay that everything works as it should. According to the wiring diagram, the wires run to the ignition, headlight delay, floor dimmer switch and bottom post on the light switch. Something is back feeding somewhere. It doesn't have a headlight delay and the lights still dim soI am not going to worry about it.
