70 CUDA steering column

Is there supposed to be a linkage to connect the steering column to the transmission so when it is in park , it locks?

I assume you're referring to an auto on the floor shift car? The answer is yes there is some sort of lock out rod.

I wish I could figure out what it looks like and how it hooks up to the transmission

Frankie, mine was also MIA so not really sure, but it would be a rod that goes from a plate on the column to the trans, I'm guessing. While this would not work for an auto, it should give you an idea. If you have a service manual, there's probably a diagram showing where it actually bolts up.
