70 road runner steering wheel?

a member has a 70 steering wheel for sale on here and I want to get correct one he says it measures 4" across the back side where it meets the steering column is this the right one?

Just looking at the picture it's a '70 wheel and Eugene knows his stuff. A '70 wheel is also grained and not smooth like a 69.
