I can hear a little bit of mess jiggling around inside of it. I figure it's as rusty inside as my old gas tank was. Don't know how it could be cleaned out, can it be? I don't want a bunch of rust flowing back into my new tank. I suppose I could put fuel filters on all the lines going to the tank.

What was it?

The vapor separator/vent tube manifold?

If so the noise could be the internal check/shuttle valve.

if that's what you're hearing and it's not sticking, that's a GOOD thing.
