Not true. They were started in 68, but I do not think all 68 engine/trans did. I have a 68 cop 440 that does not have the pan rail vin pad. On another note, my 69 833 had the pad and was stamped with the partial vin. I thought I had a 68 833 also, and it had a pad and partial vin also.
67 should not even have the block. I know 66 doesn't and 68 being the first year for the VIN stamps, the blocks came sometime early 68 I think. Some good info here and pretty much confirms what I have observed over the years http://www.brewersperformance.com/history.htm
