Any idea what this metal bracket is behind the rear seat in my 69 Plymouth Satellite?

Car is new to me so I’m slowing tearing it down. Couldn’t figure out what this was for…the backseat didn’t seem to be hooked into it.

Also any idea why this satellite as three horns? Was that standard? The two I’m used to but there is another squeezed between the front bumper and radiator.
