Any on here in or lived in WA State, And had to go through the "Physical VIN Inspection" Process?
 
Yep. I had them come to my house to verify it, but I live a few blocks from the DMV so it was no big deal but its a small town
 
Can anyone shed some light on a few things, I've made so many phone calls and got so many conflicting responses...

Car status: Bought from PickNPull, Runs and Drives but needs some Engine Work and new exhaust, Straight Body peeling vinyl and rusting top, Door Latches/Metal broken on Drivers Side, Front seats tore up. Clean NMVTIS Report and Clean WA DOL History Report. NO TITLE or PLATES.

1: Are they REALLY only looking over the VIN locations and for stolen parts, Or are they also judging vehicle condition in anyway, And negatively affecting anything because of it...
2: Who actually decides what the Title status will be? Is it the State Patrol or DOL/DMV?
3: If you bring in a vehicle on a flatbed does it need to come off the flatbed? I can do such and drive it, But! wont drive it there (Round trip it's 44miles to the nearest station, And I'd rather not kill my engine, Pretty sure I need to swap out the cam and lifters.)

I think that's it for the moment. I wont go too in depth to all the different answers I've been getting from everywhere.
But a lady at the Marysville told me yesterday I WOULD get a rebuild title and was pretty certain of that because it was from a wrecker (PickNPull).
Then Bellevue lady said I likely would get a rebuild title, But couldnt be certain.
The Marysville guy today said it's up to the DOL, They just check vins.
PNP Tacoma says they only do clean vehicles, And they sale roughly 30 a month and they come out just fine.
PNP Lynnwood said it should be fine but couldnt be certain (After they said it was when I wanted to buy it!) And also claimed "A Salvage Title is fine anyway, what are you worried about". Uhm... Wha?
DOL guy says I should be fine and SP cant change anything, But I've been told they can?

I just want my Clean Title, On my Classic Car, To Stay Clean and to have some type of confirmation for that. You know? Am I asking too much here?
 
It was just to verify the VIN vs the title when they checked my car out. The car was a heap at the time as well.
 
I had to take my Belvedere through a vin inspection right after I bought it several years ago. The only problem that I encountered was that the vin# on the old title from Texas was off by one digit. The people at the inspection station said that they thought it was just a typo and shouldn't be a problem. Other than looking at the vin# on the door frame, they didn't really check out the car at all. They took all of my paperwork and dissapeared into their office for about 20 minutes, then came back and told me that I would get a form in the mail to take to the licensing office to transfer the title. A few days later the form appeared and I took it down to the licensing office and got a new registration and tabs. A few weeks later the new title came in the mail. Not really any big problems, but maybe I was just lucky. I can only relate what happened to me.
The only way you are going to find out what to do is to take the car and all the paperwork that you have to the inspection station and let them look at everything and tell you what you need to do. It may be a pain in the ***, but it may not be a big deal either. I don't think it matters if the car is running but maybe you can call the inspection station and ask them directly. AHHH! I'm gonna rip my hair out...

Same dude who checked my VIN via E-Mail on the DOL just replied with this:
"I have found out that the department that processes wrecker documents is backlogged, which is why is was not able to see it reported on the vehicle record or the NMVTIS system. Once they do update the record, or you go into a vehicle licensing office and they verify that it came from a wrecker, then it will be branded a wrecker destroyed before the new title is issued. This is regardless of the age of the vehicle."

Also found this code on the paperwork (46.12.070):
"46.12.070 Destruction of vehicle — Surrender of certificates, penalty — Notice of settlement by insurance company.
[2010 c 161 § 306; 2003 c 53 § 235; 2002 c 245 § 2; 1990 c 250 § 28; 1961 c 12 § 46.12.070. Prior: 1959 c 166 § 4; prior: 1947 c 164 § 3(b); 1939 c 182 § 1(b); 1937 c 188 § 5(b); Rem. Supp. 1947 § 6312-5(b).]

Safe to assume I won't be getting a good title at this point? And certainly wont be buying a car from a junkyard again.
 
Well there you have it. Stands to reason if it came from a salvage yard with no title its not going to get a clear title. Washington is famous for their backlogs on state records...LOL I had one catch up to me 3 months late as well... had nothing to do with a title but they do catch up. maybe try to title it i another state with just a bill of sale from someone in that state
 
What really annoys me the most is how the Junkyard kept assuring me I would be fine, I called 3 of like 4 in The state.
And saying we sell these all the time and they come back from the vin inspection clean all the time and BS.

I'm like smack dab in the middle of WA, That just sounds like too much effort honestly. And everyone I know is in California (on the out of state sugesstion).

Unless someone has another idea or reason I shouldnt; I'm running the damn thing through the inspection and being done with the Title BS for now. I'm so pissed off right now.
 
Maybe you will get lucky and it will work out.
I never buy a car without the title because you never know. Lots of people try and sell them and tell you all you have to do is apply for a lost title and all will be magically fine BUT yet they didnt have the car titled themselves.
A car will always sell for more money with a clear title and anyone selling cars knows that. SO stands to reason if they didnt do the work for the title so thay could make more money then something is not right with the title and it isnt as easy as they say it is. They are in business selling junked and scraped cars and parts.... I would say they did what it took to make a sale. All scrapyards are going to say the same thing unless they dont want to make money.

You got whats looks to be a decent car.. maybe it doesnt have a salvaged title but I would be very suprised. Could just have been a lost title mabye?
 
Here in WI,no title = it needs to be safety inspected buy a state inspector,other than paint needs to be as it came new or.What some have been doing is if you know someone in a non title state have them register it in there name then sell it back to you.

Supposedly looks and function dont really matter.

How does the out of state thing work? Sounds risky. Also they said at the DOL/DMV it would show on the history as wrecked anyway, System is just "Backlogged".
 
Well She is scheduled to be "Felt up" By the state patrol on Jan 16th.
44mile Round trip on a Flatbed ($200). I want to take Her off and drive Her through the lane though, Might Help her case in the SP's eyes.

She isn't idling pretty though ATM...
What I thought was Tapping sounds more like a clicking/ticking from the mid or rear upper drivers side.
It's pretty erratic and doesnt seem to change with acceleration, She also dies if you dont let her warm up and then try and step on the gas, And also might be missing. The very audible sounds is even more audible in the drivers seat.

Thoughts? It was dark and first Time I've actually gotten out to play around since Her arrival. I put in some 20w50 and it didnt change the sound.
I'm feeling like spark, Timing or/and Compression problems.

I'll post a video here soon, You cant see much (Dark out) But, Should be able to hear what I'm talking about.

And I'll be doing a full Fluid change and Refill w/ New Filters, Fixing door linkages, Broken exhaust pipe, Seeing what I can do about the broken metal behind the latches (I don't have a welder), And taking a door lock cylinder out and over the local keymaker. Maybe I'll find treasure in the trunk! Haha.
And of course making a build thread.

I went into the DOL to notify the purchase and avoid a late fee of $50.
Ended up paying $127 and walking away with 2 Shiny Plates with Tabs, And a Title coming in the mail.

I'm extremely surprised and pleased to say the least... And VERY thankful for the lady (Didnt get her name >.<) who did it all.
She even basically said the whole salvage/wrecked thing is BS and not gonna happen, And it doesnt matter where the car came from. So long as the history is clean it will stay that way.

What the fudge is up with everyone (State Patrol, Junkyard, DOL and even the DMV as I recall via phone) Telling me I HAVE to do the physical to get a title, Yet I go in and walk out less than 10mins with Plates+Tabs and a Title in the mail? This state man... So screwey sometimes.
 
I'm in Washington. I have 2 titles one from Michigan for a 1969 GTX or Roadrunner RM23 code with fender tag. This car is my parts car still in Michigan that I'm trying to bring here to Washington and the other one is for my 1970 Roadrunner between me and the original owner, the car was bought from a dealership (Buckhead, Ga.) by a Mr. Randall Kilgore. I have this vehicle here with me in Washington. Thanks everybody for the useful info here and good to know what I'm gonna go through when I'm done with my resto and getting it road legal for Washington.
 
Glad to heat that you got it squared away. Seems like it is the luck of the draw when you have to deal with the DOL in this state. If you talk to the wrong person you get a lot of misinformation or just plain old BS. I've been lucky over the years and haven't had too much trouble, but a friend of mine bought a 62 Corvette from Utah and it took him almost a year to get the car titled and registered. So like I said it's kind of a crap shoot.
