Looks like front B-body bumper brackets to me, possibly 68-69.

They are for a 64-65 B-body rear bumper!

there are PN's stamped on them. Google that and you'll quickly find out. Seems to me that the 64-65 had a slotted hole in the closest to the ends.

Can't read the numbers on them. 68-69 barracuda bracket that I have seen are slotted at the ends and these are not. Same with 64-65 b body that I have seen.
