Pulling apart all the wiring outta my 69 coronet and ive found this. Its not connected to anything. Anyone know what it is?

The thing above the voltage regulator is a plastic fastener. It is pushed through a hole in the firewall and on the inside, it retains an insulated pad.
 
You need a voltage regulator even if it has electronic ignition. Your car is a 69. That came with a single field alternator. The one in the pic is for a 70+ 2 field alternator.
 
Somebody was going to convert the regulator/alternator system to the newer '70 and up system and never got past the mounting to the firewall stage of the conversion.

That's most likely what happened. If you still have the original charging system, you should also see something that looks like this earlier style regulator -
