1970 is one year only due to the key position, column diameter change, fuse box position, and dash pad mounting and glove box hinge mounting. 1970 has hard plastic instead of soft pads on the front of it. And the glove box opens down instead of up.
So if you think they are all the same you have been given several reasons why not.

Thanks for your response.I am pretty certain they are the same, actually I think 68-70 are the same or at least very similar, enough that they can be used across the 3 years. I have a 69 Charger dash frame in my 70 RR (someone else put it in there).
69 has a bigger diameter ignition switch so you would have to use a 68 switch, or make the hole bigger.
