Bad Starter?

I can sometimes get my 440 to fire if i jiggle the wires from the starter to the starter relay. Assuming the car wont start then the dome light, dash lights etc dont work, but after the jiggle they do!

could my starter be bad and is blocking the electrical current to the relay.

the battery is new and good.

actually I just figured it out. the wire to the relay was disconnected in the ring terminal at the starter side!
