is the bench seat in a 67 belvedere II the same frame and tracks as the 69 roadrunner ?
 
IIRC, 69 should have head restraints (headrests).
 
but are the seat frames the same, my 69 RR conv did not come with head rests
 
Frames are the same dimensions. 66-67 front frames do not have the seat back lever / latch system. There are bumpers on the bottom of the seat backs. Also the seat tracks all fit various years but are slightly different is design but will work in your '69. I just covered a set of 66-67 frames for my '68 coronet. Covers from legendary and fit perfect. Unless somebody notices the seatback latch not there, nobody will know the difference !

I'm new to the MOPAR seen and have ONLY owned my '69 RR for a couple of months now. BUT, the reading I have done tells me that HEADREST became mandatory in 1969. I'm pretty sure that the EARLY 1969 RR did NOT come with headrests and the later models did. Hence, some cars don't have them.
I intend on installing headrest in the near future.
My '69 RR is a bench seat car without headrests (have no idea if it is stock). My SR# is 128303 which I believe is an early model run.
Please feel free to correct me if I'm wrong.........................
