Blinker issue on 72 Road Runner

I need your guys expertise once again. When I turn my blinkers on the light comes on but does not flash. The hazards work like the should and flash. Any idea what would be causing this? Also the hood mounted turn signals do not come on at all. Last but not least, with rear tail lights plugged in the brake lights come on regardless if the brake pedal is pushed or not.
 
yes.....your turn signal blinkers....and the emergency flashers have separate " brains". if there is not a bulb burned out someplace ( a burned out bulb will cause the light Not to blink) . if all bulbs are good..... under the dash youll find 2 identical looking silver canisters about 1 and 1/2 inches in diameter. one is for the turn signals...and the other for emergency flashers . sounds like the turn signal "cannister" is bad and needs replaced. since the emergency flashers work....turn them on and get under the dash and you will hear it identify it... (that one is working). replace the one that has no sound coming from it. i hope i explained this correctly !

Sounds correct, the only thing I would add is to check the brake light switch located at the top of the brake pedal on the back side. Unplug it and see if the brake lights go out. Could be out of adjustment or may need replaced. It is a spring loaded plunger switch. If the plunger button is not popping back out when the pedal is released the brake lights will stay on.
 
If you are attempting to operate the turn signals with the rear tail light harness disconnected, there would be insufficient load for an old school mechanical flasher to flash. As mentioned, disconnect/adjust the brake light switch, resolve that issue first, connect the tail light harness, and try again. Electronic flashers are available today, flash rate not affected by bulb load. The hood/fender mounted turn signal indicator depends on being grounded through the paint on the underside of the mounted panel (hood in your case). I understand your car is freshly painted, check that the small teeth on the lower retainer are cutting through to bare metal. Alternately, you can run a ground wire to the retaining nuts.
