Never heard about needing to know the ratio with manual brakes. Just call Dr. Differential and he will get you the right one.
 
I would think your brake pedal already has the holes drilled for manual & p/brakes. The manual hole is the upper hole.
 
I have not seen any Mopar with more than one hole in the brake pedal lever.

The pedal ratio is found by taking the measurements of the center to center of the pivot to the pushrod hole and the pivot to the center of the pedal pad.

This is a 1970 Charger and I measured 12 1/4" divided by 1 3/4".

With manual brakes where the pushrod directly acts against the master cylinder, the ratio comes out to 7 to 1.
Power units have linkage that reduces the ratio. I have not done the math to determine the ratio with a power booster.

Is that pedal in post #5 for manual brakes?
 
The pedals are both for 1970 B body cars. The one with the washer on it was my attempt at improving the pedal ratio by ovalling out the original hole 1/4" more. The washer was there to reinforce the hole.
There is no difference between manual and power brake pedals with the 1970 models or any A body that I've owned.
I've never seen any Mopar with two holes in it. The 66-70 B bodies use a reduction linkage and the power booster and master cylinder sit up higher on the firewall.
