Brake trouble

Does a 1969 dodge charger with all drum brakes have a proportioning valve? We replaced the vacum booster. The brakes then got very touchy and the pedal would stick to the floor if you pushed hard. Readjusted the rod from the booster to the master cylinder, loosed it up. The brakes got somewhat better but after driving for a while the brakes got very touchy again and almost seem to lock up if you are not real careful. Any idea,s???

Sorry, I should have said the car is all drum brakes I will fix the post.
