bumper stops

the cone shape bumper stops on the bottom of the upper control arm when do they come into play ? there about an inch away when the car is not jacked up. do they come into play on small bumps, big bumps, stopping or hard turns ?

67 rt stock bars. drive fast but not hard.

I think they come into play about the same time as the oil pan ;)
