Can’t turn wheels left/right???

Yesterday, I torqued then front suspension got factory torque specs. After I was done I found I couldn’t turn the rotors left or right, it’s like they are locked firmly into place.
Did I do something wrong or miss something???

As in you can’t spin the rotors left or right or physically turn them for steering left or right?

Factory specs say torque then back off one notch on the castle nut. Generally you want to be spinning the rotor while applying torque to make sure nothing is cocked.
