cant turn steering wheel

i thought my ps problems were over since fixing all the leaks, I tried to take my 70 charger for a short drive to see how the steering was but I couldnt even turn the wheel with out max effort, when the cars off I can turn the wheel with the usual effort a non running ps unit takes to turn. when the car is up on jacks the wheel turns fine, doesnt self steer no problem, but when the cars on the ground forget it. the pump doesnt squeal, whine, the gear box doent make any noise, could a bad pitman or idler arm cause this?
 
are the p/steer lines on the right side of the pump? inlet and outlet?
 
An idler or pitman arm would not cause this. As long as you didn't take the valving apart on top of the box it sounds more like a pump problem like maybe a broken relief valve spring?

it is the 40 year old pump... nothing in the spool vale was messed with. I thought there was only one way to hook up a ps hose
 
on top of the power steering box where the return line goes, there's a valve. 2 bolts holds that piece there, the valve is probably stuck, i had the same problem
