Carpet gets wet when it rains

My 1970 Belvedere driver front carpet area is getting soaked when it rains. It seems to be leaking behind the plastic side panel between the emergency brake and headlight dimmer switch. Is there a seam under the cowl/fender/firewall area that requires a seam sealer? Vent gasket? I have replaced all the window weatherstriping inside and out but didn't help.
 
You may have to water test it to locate the leak. Could be from multiple areas....
 
How windshield wiper shafts. Test like moparnation74 said try to control where water goes.
 
I'd say most likely the windshield.
 
Either the windshield or the wiper pivots!
 
The windshield wiper pivot seals are notorious for leaks on these cars since the beginning of time
 
I think that MarPar and Jcharger could be correct also. I had this problem in my 66 Coronet. I ended up solving it my taking out the heater box and fresh air vents and sticking a garden hose with a sprayer up through wear the fresh air vents attach under the dash. Once I located the actual drain holes in the cowl, I put lots of water pressure on them to blow out all the junk. It may take several sessions of doing this to totally solve your problem. It took 2-3 in my case. Also, I did this with the whole interior out of the car. It made quite a mess. You may be able to take out the seat and put down a large tarp cover the carpet. I just noticed that you said it was leaking by the e brake lever. mine leaked through the fresh air vent. Therefore, it may be a different problem. Sorry for any confusion.
 
Pull down your fresh air vent housing ( 3 sheetmetal nuts) and check the integrity of the cowl itself. If it is good, check the seams in the area. You can also reach up into the cowl from the vent access to check for debris.
