I was wondering what is the best parts and everything to rebuild a 360 motor with 400+ horsepower with a $1500-2000 budget?
 
I'm not sure it can be done to be honest. You need about $3500-4K for it IMO if you have nothing but a core non-performance engine. Pistons are important. I like to internal balance everything but it could be done externally. Heads will take more than 1/2 that figure themselves to get in decent shape - or you can spend $6-700 to do a set of EQ Magnums. Depends on what you need to get - but I think you're a little light. You could get close to 400hp for less than that tho.
 
If your engine is in a good solid state, the. Your down to bolt on parts.

A gerneric parts list would look like;

750 carb
RPM intake
2.02 heads ported
Cam's duration of [email protected] min.
Stock heads require more cam pushing the operating rpm up.
Headers - exhaust @ 2-1/2
9.0-1 ratio
 
Rings, bearings, gaskets, 9.5-1 Pistons, new rod bolts, performer RPM, [email protected]"cam and lifters, 750 carb of your choice, headers, bowl port yourself at home. Shop and buy used. I wouldn't even worry about 2.02 valve. Options? used aluminum heads or a cast stroker crank to build a 408.
