I assume you are speaking of the knob and not the stem. The very first thing to do is squirt some WD-40 or rust inhibitor in the knob. After a few hours of ignoring, insert a small flat screw driver (one that will fit through the hole in the knob) Turn it counter-clockwise to remove the nut. If the nut is rusted on tight, you will break the ear off of the slotted nut before it will come loose. Ask me how I know that.
