On my stuff, it's usually the other way around. Could just be missing/worn stop/bumper for clutch pedal.

yes...if car has power brakes, brake pedal is lower than clutch...if no power brakes, both pedals are same height

Yes.My clutch pedal is always higher than the brake pedal.
I have power brakes (required on 73 B body wagons)---and nothing much else,LOL!! No ac--just the Strato ventilation option iff yer wondering
