Is it possible to have a Reverse manual valve body and use the shifter on the steering column to operate it ?

Yes. It will be easier if you file the detent notch for 2nd gear to the same height as 1st/neutral. Keeps you from going 1st to 3rd. That way you just have to pull the lever down from 1st to 2nd. From 2nd to 3rd you pull the lever down and back.

Not sure if the collum has a key if it will start right and lock in park?

I agree with dvw. I raced my 67 Dart for years with the shifter just as he described.
Never did one with the 1970-up key column. Can't help with that one..

Most of the old reverse pattern manual shift torqueflites were like that back in the day.

Me too. Daily drove a 69 rr A12, with a column shift rmvb. Shift detent modified exactly as Doug described.
In first, (original dr), tap down (don't pull!) to get second. Pull toward and down for third.
