What would cause a 62 b-body circuit board to burn up by the limiter?

Those instrument panel regulators have burned more mopars than you might think. They burn out one of two ways. Either they short to ground or they simply burn to an open circuit. Sounds like yours shorted to ground so consider yourself lucky not to have incurred more damage.
