Dashlights

My dashlights don't work. I keep using fuzes When I turn the headlight switch all the way down there is no power to the fuze that controls the dashlights. When I turn the switch up to brighten the dashlights the fuze blows. Does this mean that the switch is bad and is grounding internally. Thanks

Could be that one of the light contacts has grounded out and the power isn't actually getting to the filaments, instead is causing a short.
