distributor collar?

I am about to install a different distributor in my car, 440. Old one (electronics also)

has this extra collar on it.
What does it do?

The one with the roll pin, like to put a wire throuh it and twist and solder it. Pulled the distributor to prime the engine and roll pin was out an 1/8".

Thanks, Halifaxhops sent me one on left and rather not mess it up with go fast goodies and just plop it in. Not going 9,000 rpm anyway. Kaboom!
