Do the hood mounting brackets look right?

Are the rear mounting plates supposed to be at a slight angle upward or should they be level ? With them leaning, the pins lean too.

Well, lay the hood on it and see if it likes it. I had a tendency to put my pinned hoods on back to front and if the back pins were at a slight angle, it made it easier but anything more than a slight angle wasn't all that good.
 
It’s a new hood, so I still need to drill the mounting holes
 
Make the pins 90 degrees to the hood surface. The angle underneath means nothing. If you need to change the angle use a tight fitting deep well socket with a long extension to tweek it. This is my 64 racecar but you'll get the idea. The pin needs to look square in the opening. You can see the forward lean of the pin in the bottom pic. This allows the pin to set 90 degrees to the surface of the hood.

Here is your answer from a real A12 car. Very slight angle upwards. Almost unnoticeable. Hope my pic helps you.

The use of a bubble level isn’t the best way to prove the angle without a reference, like the fender rail or something to that effect.
