Dumb breather question

How/what do the vacuum doors actually do at the ends of the snorkels?

Per the pic, nothing. Should be ducting going from snorkels down to exhaust sheet metal to suck up warmer air when cold engine, then a sensor would move dampener to just suck underhood air into carb. All EPA emission control stuff.
