Is this bracket in the floor supposed to be pinched after the cable is installed?

I wasn't sure, so I made a Teflon sleeve and lightly forced it in to protect the paint and the cable should slide well being it's teflon. Anybody else think the oem guide bracket design is weird?
 
No. Cable will slide through it. The design has been around for ever. As far a chipped paint within the guide? If I was to worry about that I would never drive the car for fear of rock chips.
 
Im not worried about rock chips. I wasn't old enough to buy a new charger back in 69, so I'm making this one like new so I can enjoy it. Besides there's more sand than gravel here in Florida. And I don't plan on driving it on any lime rock roads.
