why in 1969 (not sure of other years) is the pentastar emblem only on the passenger side of the front fenders at the bottom ?

The Pentastar logo was placed on the lower passenger-side fender of all Chrysler products, including non-US brands,from 1963 into the 1972 model year. It was placed on the passenger side fender so it could be viewed by passers-by, a subtle method of getting the symbol ingrained in the public's mind: a nameplate has to be read, but a symbol is quickly recognizable without reading. Thus left-hand drive cars had the Pentastar on the right fender, while right-hand drive cars had it on the left.
 
Curb side, where most people saw it....and maybe a Virgil Exeter thing....with his non-symmetric stuff.
 
Actually, it was placed where folks could see it as you blew their doors off. That's my story, anyway.

Thanks ODZKing. I think the question of Pentastar location has been asked before (in reference to re-popped fenders).
 
It wasn't just the 1963-72 model years that had it either. For example, my 1995 neon(s) had the pentastar on the right fender too.
 
The last year for the Pentastar on classic Mopars was January 72. You may see a couple 72's around with it but for the most part that was it.
Then in the 80's at some point it returned but silver, not gold as the originals were.
My Dad has a Spirit and several Plymouth Acclaim's with it on the passenger fender.
