can somone thell me what it all means?
cast or forge crank?what damper should i have?
is it a HP engine?

Not up completely on 383 cars but I'll take a shot:

D383 is the year and 383ci
6 6 is June 6th
R - no idea.

Casting area with the arrow denotes day shift or night shift.

The PT383... is a code for the following:
PT - plant code I think.
383R - same as above
2504 - Julian date code for June 5th 1968
2890 - sequence number.

Rest of the questions at the bottom of your post - no idea.

R - no idea. Regular fuel. Indicates the car was a 2bbl

Engine was assembled June 5th/6th 1968.
Since the R tells us it was a 2bbl assembly, it was not an HP assembly. Irrelevant since the block is the same for both HP and not. I presume you will rebuild it to your specs.
Forged crank.
