Extra floor pedal?

I just bought this 63 Polara wedge tribute car and there is an extra pedal above the headlight switch and honestly I don't know what it does and PO did not document it. Can anyone help?

Is there a hidden booze tank some where in the car? 1 pump for one ounce. :)
 
Ok it actually is the wiper/washer ... My other 63 did not have this pedal. Thanks!

So next question is the PO added rear disc brakes. The factory ebrake pedal works but offers no resistance like with drum brakes, but it does light a red light added below the dash. That light goes out when factory brake release is pulled. What would I look for to know if there is an ebrake hooked up to the rear disc brakes? Always had drum rears so not familiar.
 
I would get under the car and look to see if there are cables connected to the rears and check for movement.

Rear discs on my 65. You can see the cable and how it hooks to the E brake arm.You can see the cable head above the brake hose top bleeder.
if yours is hooked up you may have to adjust the cable pretty tight for the brake to hold.Kinda common with this style.
 
put the ebrake on and the car in neutral and push it down a hill ... you'll find out soon enough if they're operable.
