Decoded the tag on my friends `70 Sport Satellite and the build date is way early, kinda spooky actually.September 11 1969. When did they start full production in St.Louis?

There is no way to know. You can know 383 four speeds or how many with A/C but not how many four speed A/C cars there were. The reports just don't work that way.

However....four speed A/C cars are NOT common.
