Floor Pan Seam Sealer Help

Need suggestions on what you guys do with the old tar like seam sealer on the floor pans. I have scraped mine off. It just about fell off.

I painted the floor 20 plus years ago. Some small rust pits have formed under the paint. How does a guy treat those with out blasting the entire floor pan?

What seam sealer is the best to go over the old tar like stuff was? I attached a picture of what the paint store suggested.
Do I have to clean it perfect?

Then what paint would you use? Por 15? Or other?

Then lastly I am going to cover the floor complete with DynaMat . Any special tips if applying Dynamat Mat? Is Por 15 a good surface to apply Dynamat over?

Stay far away from Por 15, use a good epoxy after treating the rusted areas. Like NJRR said read the directions on 3m sealer which is fine product.. You will have to scuff the remaining good floor with at least a scrubbie brown pad before applying Epoxy.
