Can you post up a pic? I would help to see what it really looks like.

Hows the rest of the rail? A nest causing rust in an isolated area is one thing. The Detroit acid dip(salt) is another. I patched the rail on my 64. The rest of the rails weren't even scaley inside. It had a mouse nest right at the RF K-Frame bolt. Easy fix.

Just look them over really good, use a light and look in every hole you can and even feel around the inside of the holes. I had a 68 RR that had a few pinholes in the frame rail, I removed the caps so I could look inside and they where way worse than expected. And yes mice wreak havoc on cars, I keep mice traps all around my car and have been seriously thinking about getting a cat. Good luck

Propwash did a nice repair in his resto thread on a front rail. He had some good pictures showing how he went about it.

If the rest of the rail is good, you should be able to weld in a repair and be good. I guessing that you looked at the other frame rail and it was good?
