Front Brake Drums

My '67 Charger has drums all around. The front drums are loose where they tighten to the spindle. Is there a certain torque spec for these or is it one of those hand tight while ya spin the hub and go another 1/4 turn or something like that?
 
The '68 FSM says to tighten the nut to 90 in-lbs (7.5 ft-lbs, not very much) while rotating wheel and then back it off one slot and install cotter pin. Spec is the same for B and C-bodies regardless of brake type or size so it shouldn't be different for your '67
 
I snug it down to seat it, then back off and then finger tighten just enough to remove any play. My '69 manual says no more than .003 play is acceptable. I strive for zero.
