I have had a complete early 80's Diplomat just dropped in my lap. Car is totally rotten but the front end is still complete.Can I use the spindles and brake parts for a drum to disc swap on my 64 Belvedere? What about the power steering box?
 
Yes to all of the above. Unbolt your old spindles from the upper and lower ball joints and slap on the new ones. I don't know if the pitman off your old car will bolt up, though, or which brake hoses will work best, but you have most of what you need.
 
Lower ball joint from 64 must be reused (or replaced with like, as LCA is different).
I think the pitman arm and steering gear may work if everything is replaced (idler, all linkage), but you may have some additional work on the steering column shaft and coupler.
Clearance for exhaust may change as well.
