Replaced the fuel filter on a 440. The old one, you could not see the fuel, it was a metal canister. The new one is plastic, you can see the fuel in it. At times, the filter doesn't seem to have a lot of fuel in it. How much fuel should show in the filter? Does it vary or should it stay half full?

It should stay around half full or slightly more while the engine is running. I assume you have the stock fuel pump?
The valves in the mechanical fuel pumps rarely seal 100% so most I have seen drain back when the engine is off.
However the pump should fill it up fairly quickly when the pump operates again.

not the best spot for a fuel filter ….zip tied to the top of the alternator/heater hoses....just sayin
