Funky Bracket on K Member '67 GTX

So I'm cleaning up the K member on my wife's car and notice this bracket cobbed on near the steering box. Any idea what it was used for? I can cut it off before paint....

betting it was for a torque strap or engine chain hold down

it's not stock, I can tell you that
