I took the fuel filler neck out of my ‘67 to change the rubber components and clean the tank. I should have taken pictures but. Can anyone tell me where the piece pictured bottom right in the pic belongs?

The piece on the bottom right doesn’t belong anywhere on that cap. You have a 67 GTX cap there and the other pieces are all there is.
 
Yeah, once I looked closer at it I saw some Pimento Red and realized my mistake. Just after I posted. Thanks for the link though Fran. I don’t have a ‘67 manual.

At that link you can download one. Scroll down to Plymouth tough if you only have a phone. Looked in 67 SM fuel systems and body and frame. Didn't see it, doesn't mean it isn't there or someplace.
