Gear Selector Light Grounding

Finally put in my "restored" dash today in my '66 Belvedere and was testing it all out. Everything looks nice and purdy with the fresh lights and clean plastic.

The little light that illuminates the gear selector isn't working unless I ground it to the steering shaft. I suspect that the ground is completed after installing the steering wheel and the ground can travel from the shaft, to the steering wheel, and back to the plate that sits in front of the signal switch assembly.

Is that right?
 
Seems to me that there its a short ground wire on the column bolts that provides a ground. I would think that the column would ground ok without it, and that is all you need to make the light work to complete the circuit.
