Glovebox cardboard installation

Does the glovebox cardboard install on the inside of the dash frame or outside. So what I mean by that is would the screws to hold it in hit the dash frame first then go into the cardboard or is it the other way around? I hope I'm making sense.
 
I believe inside on mine the mounting holes are threaded and go through the metal to the cardboard
 
The cardboard liner fits outside the frame.
 
Bigman and histoy are correct. The cardboard has clip nuts on it that screws screw into and pull it to the metal frame.At least on 68 Coronets
 
Yep I figured it out. Also had to mess with the glove box hinge to get that to fit right. My glove box door still needs to be pushed with a bit of force to get it to lock down. I didn't know if the glovebox cardboard goes under or over the glovebox hinge so I just put it over.
