Have a 1966 Plymouth Belvedere with a rusted out torsion bar crossmember ends .

I have a good floor and don't want to remove it .
can I cut the rocker tabs off the new cross member and install it from underneath?

I think what you propose is certainly possible. Having replaced floor on my 66 Bel, it seems that drilling out the spot welds from inside the car & attaching new under parts would be easier.
