someone told me that any cars built after 1/69 had to have head rests installed on it.

is this true ?
 
Yes, it was a mandate from the US Government under the safety acts of public safety.
 
so all A12 six pack super bees came with head rests on bench seats ?
 
my 69 Hemi RR one owner original paint does not have them ! the car is untouched.

Looks like they missed yours. It was a Monday car, maybe they were hung over and forgot?..
 
C17 production date would be December 17th of 1968 for a 69 model year. A is October, B is November and C is December. So your 69 Road Runner was built prior to the Federal Mandate requiring headrest. Prior to that point, they were an option and as odd as it sounds, the headrest was seat specific in that you could order for the driver side, passenger side or both sides.
 
So what about my A12 super bee bench seat ? All head rests or some had them some didn't?
 
A12 production started in late April and ran through June of 69. So all of them will have the headrest as standard equipment
 
my build sheet says no head rests. is this possible ? on my A12
